Kindergarchy, a blend of kinder (children) and the suffix –archy (rule), refers to rule ordomination by children, or the belief that children's needs and preferences take precedenceover those of their parents or other adults.

We're living in a perilous new world that says kids, no matter what they do, are always lovelyand are always to be encouraged — a new world order where the 'needs' of children rule aboveall else.

Ours is a society increasingly dominated by the needs of children, or rather by theextraordinarily inflated needs we have come to attribute to them. The amount of money andattention many parents lavish on their children not only doesn't do much for the characters oftheir sons and daughters, it diminishes the parents' lives as well.

Short-term overseas study tours, or micro study tours, usually lasts for two to three weeks, where groups of students have a taste of studying abroad by going to world-renowneduniversities, living in a student dorm or host family and attending courses that are pertinent tothat university.

This kind of study tour can help potential overseas students build a fairly good visa record, which may do some good when applying for student visa in the future. At the same time, itmay serve as an impetus for students to study harder. The short-term experience can also serveas a test showing if a student is able to live an independent life abroad or not.

Harvard and the Massachusetts Institute of Technology are top of a global league table ofuniversity reputation — in a top 100 dominated by US institutions.

Cambridge and Oxford make the top 10 — but other UK universities have slipped, while Asianinstitutions have risen.

The rankings are based on the perceptions of 17,000 academics.

This list is an attempt to quantify the elusive but important quality of "reputation" in highereducation — with its findings based on the opinions of academics around the world.

The first such ranking by the Times Higher Education magazine, published last year, had thesame top five as this year — with the two Boston—based institutions, Harvard and MIT, in firstand second place.

Cambridge was once again the highest ranking UK university in third place, followed byStanford and University of California, Berkeley.

But Phil Baty, editor of the Times Higher Education rankings, says there is an underlyingpicture of UK universities heading downwards — with fewer in the top 100 and a decline forothers including Imperial College London and University College London.

"Our global reputation as the home of outstanding universities has been hit," he said.

Reflecting the rise of Asian countries as the new education superpowers, there is an increasingpresence for countries such as China, Japan, Singapore and South Korea.

Switzerland is also seen as performing well, relative to its population, with three universities inthe top 100.

Such rankings do not have an official status, but they have become an increasingly significantpart of how universities market themselves to students, particularly as higher education hasbecome more globalised.

This latest league table reinforces the emergence of "global superbrands", headed byinstitutions such as Stanford on the US West Coast and Harvard on the East Coast, and Oxfordand Cambridge in the UK.
