協(xié)議規(guī)定，轉(zhuǎn)型經(jīng)濟(jì)國家可以在《WTO協(xié)議》生效后7年內(nèi)保留出口補(bǔ)貼和進(jìn)口替代補(bǔ)貼。在此期間,為了幫助私有化和結(jié)構(gòu)調(diào)整,這些國家可以免除政府持有的債務(wù),提供贈(zèng)款以償還債務(wù),而不受“嚴(yán)重?fù)p害”條款的制約。

　　總之，在加入WTO后的今天，我國面臨全新的發(fā)展環(huán)境，政府要充分利用WTO補(bǔ)貼的有關(guān)規(guī)定，通過戰(zhàn)略補(bǔ)貼實(shí)現(xiàn)本國福利的最大化。
